Steve Harris is a member of Rock the Earth's Legal
and Technical Committee and is a founding partner in the Colorado
Springs law firm of Merrill, Anderson, King & Harris, LLC.
Steve's practice includes civil trial work and appeals, with an
emphasis in environmental and natural resources law. He typically
represents clients in air, water, real estate and land use disputes
and also advises small businesses on corporate, contract and transactional
matters. From 1997 through 2003, Steve taught at The Colorado
College as a Visiting Assistant Professor of Environmental Science.
He has also lectured on natural resource and land use issues at
Continuing Legal Education (CLE) seminars. Steve has represented
a variety of non-profit and neighborhood organizations in litigation
and administrative proceedings, including the Colorado Environmental
Coalition, Colorado Wild, the Pikes Peak Trails & Open Space
Coalition, the Colorado Criminal Justice Reform Coalition, the
Wilderness Society, Concerned Citizens of Lamar, Champions of
Gold Camp Trail, Cheyenne Commons, the Old North End Neighborhood,
the Marland Court Townhome Owners Association, the Boulder Crescent
Neighborhood Association, Canonwood Property Owners and others.
Steve has been counsel of record in a number of reported state
and federal cases, including Roosevelt Tunnel, LLC v. Norton,
89 P.3d 427 (Colo. App. 2003); Sierra Club v. El Paso Gold Mines,
Inc., 198 F. Supp.2d 1265 (Colo. 2002); Colorado Environmental
Coalition v. Dombeck, 185 F.3d 1162 (10th Cir. 1999); Bailey v.
Huggins Diagnos. & Rehab. Ctr., 952 P.2d 768 (Colo. App. 1997);
Riddell v. Ewell, 929 P.2d 30 (Colo. App. 1996). Steve also significantly
contributed to briefs filed by The Environmental Law Foundation
in Comm. of Amalgam Mfrs. & Distrs. v. Stratton, 92 F.3d 807
(9th Cir. 1995). He recently authored two chapters of a legal
text, one concerning environmental law and the other concerning
public access to government information and meetings. This text
was funded by a grant to the Colorado Criminal Justice Reform
Coalition but is not yet commercially available.
Before becoming a lawyer, Steve graduated from Wake Forest
University with a degree in Philosophy and English, and then
attended Wake Forest University School of Law on scholarship.
He received the James A. Webster Faculty Award for Property
Law while at Wake Law. In addition to serving on the volunteer
staff of Rock the Earth, Steve is the open space representative
on the Colorado Springs Parks, Recreation & Cultural Services
Advisory Board, a Trustee for the Palmer Land Trust, and President
of the Board of Directors of the Colorado Farm & Art Market
Cooperative. He can be heard hosting Basement Jazz on public
radio station KRCC and enjoys hiking, cooking and music with
his beautiful wife Michele
